Recently, although there have been reports that American tech giant Intel may reduce its business scale in Malaysia, bringing some uncertainty to the market, Penang State Governor Cao Guanyou expressed confidence that Penang still has the strength to stand out in the technology field. He emphasized that Penang will actively respond to regional competition and challenges from other states in the country, utilizing the strategic advantage of "China Plus One" to attract more high-quality enterprises to settle in.

In specific measures to promote the development of the semiconductor industry, the Penang state government has planned an advanced 3D packaging and testing facility project in the southeastern town of Perak. Although the project may face a reduction of 2000 job positions in the early stages, Cao Guanyou said that this will not be an obstacle to development. We will actively coordinate to ensure a smooth transition of layoffs and provide sufficient human resources support for newly settled enterprises. He also revealed that the Penang state government is actively addressing infrastructure construction issues such as space, energy, and power supply to better support the development of the semiconductor industry.
In order to alleviate the problem of tight power supply, Penang state is investing $100 million to promote a 275 kV transmission project. In addition, three new water treatment plants and reservoirs are being built intensively in the local area to ensure the safety and adequacy of water resources. The improvement of these infrastructures will provide strong support for the rapid development of Penang's semiconductor industry.
The Penang state government will continue to increase investment in the semiconductor field, actively introduce advanced technologies and management experience from both domestic and foreign sources, and promote industrial upgrading and transformation.
