South Korea says it may provide lethal weapons to Ukraine in response to the Russia North Korea agreement

June 19thRussian President Putin signed the Comprehensive Strategic Partnership Agreement with North Korean Workers' Party General Secretary and State Councilor Kim Jong un in Pyongyang. This move aims to break Western sanctions, enhance North Korea's economic and military capabilities, and have a profound impact on the situation in Northeast Asia.

After reaching a new military agreement between Russia and North Korea, on June 20th, Zhang Haozhen, the head of the National Security Office of the South Korean Presidential Office, said at a press conference that South Korea will reconsider its policy of banning the export of lethal weapons to countries such as Ukraine. He expressed significant concerns about the contract reached between Russia and North Korea, which South Korea believes violates United Nations Security Council resolutions.

The United States claims that Ukraine can use American weapons to counterattack any Russian military firing

On June 20th, the US Department of DefenseexpressThe Russian army is crossing the border and firing at the Ukrainian army. Ukraine can use weapons provided by the United States to counterattack, not limited to enemy forces on Russian territory near Kharkiv.

White House National Security Advisor Jack Sullivan stated that this has nothing to do with geography, it is a matter of common sense. If Russia is launching or is about to launch an attack on Ukraine from its territory, allowing Ukraine to retaliate against troops attacking from the other side of the border is a wise move. If Russian aircraft are about to fire into Ukrainian airspace, Ukraine can also use its air defense system to fire at Russian aircraft flying in Russian airspace.

North Korean elite military students visit Russia

On July 8th, a delegation of military training officers led by the president of Kim Il sung Military University in North Korea departed for Russia for a visit. This is the first military exchange between North Korean leader Kim Jong un and Russian President Putin since they signed an agreement promising to strengthen military cooperation between the two sides. But the Korean Central News Agency did not disclose other details, including the purpose of the visit and the delegation's itinerary.

In 1961, North Korea and the Soviet Union significantly strengthened their bilateral relations by signing the Treaty of Friendship, Cooperation, and Mutual Assistance, which included an "automatic military intervention" clause for mutual military assistance in emergency situations. However, with the dissolution of the Soviet Union, the relationship between North Korea and Russia went through a period of adjustment until the signing of the "Treaty of Good Neighborliness and Cooperation between North Korea and Russia" in 2000, marking a new starting point for the relationship between the two countries. Although the new treaty does not directly mention the immediate deployment of military force, analysis suggests that this move actually promotes the deepening and improvement of cooperation between North Korea and Russia.

In recent years, especially after the outbreak of the Russia-Ukraine conflict, Russia has faced comprehensive diplomatic and economic sanctions from Western countries, and its industrial system, especially military production, has faced enormous challenges. In this context, as a country that adheres to the military first policy, North Korea's strong military production capacity provides valuable support for Russia's supply and maintenance of weapons and equipment, which helps alleviate Russia's logistical pressure.

Meanwhile, North Korea has long been subjected to severe economic sanctions from the United States and the West, which greatly limits its ability to develop its economy and improve people's livelihoods through traditional means such as reform and opening up. Therefore, North Korea's choice to strengthen military industrial cooperation with Russia is not only a consolidation of its own defense strength, but also a new path for seeking economic breakthroughs.

Through cooperation with Russia, North Korea can rely on Russia's vast market resources and relatively cheap energy supply to lay the initial foundation for domestic economic transformation and improvement of people's livelihoods. This cooperation model not only reflects the strategic considerations of North Korea and Russia in a specific international environment, but also opens up new possibilities for the future development of bilateral relations.
