A recent move by the Indonesian government has caused a huge uproar internationally. President Joko Widodo·Widodo has signed an unprecedented decree allowing investors to apply for land use permits for up to 190 years in Xindu, in order to accelerate the construction process of the city. This move has been widely criticized by the outside world as short-sighted, accusing the Joko government of not sparing any cost to achieve the construction of the new capital.
According to the decree, potential investors can first apply to the New Dusan Daraa Authority for a period of timeThe land use permit is valid for 95 years and can be extended for a total of 190 years upon expiration. In addition, licenses issued in the form of "construction rights" and "use rights" also follow a similar pattern, allowing investors to apply twice for a usage period of 80 years each. President Joko announced this policy to maximize the attraction of domestic and foreign investment and accelerate the construction and development of the new capital.
However, this move was quickly questioned by multiple parties. The non-governmental organization Agricultural Reform Alliance pointed out that Indonesia has never issued such a long-term land use permit in its history, which will have a profound long-term impact on the residents around Xindu, and even be described as a disaster in Xindu areaA big sale. The organization is concerned that this policy will deprive local residents of their right to reasonable use of land resources and harm their livelihoods and rights.
The progress of the construction of Xindu has not been as smooth as expected. Although the relocation plan has entered the countdown stage, some key infrastructure has not been completed yet, and the schedule for Zuo Ke to move to the new capital office has been repeatedly postponed. What is even more worrying to the outside world is that the recent sudden change in the senior management of Xindu Management Bureau has further intensified the uncertainty of the future development of Xindu.
Nie Qi, a researcher at the Indonesian Center for Strategic and International Studies, more directly pointed out that the Joko Widodo government's move is aimed at before the end of its termSave the massive Xindu project and prevent it from stagnating. But he also emphasized that the current focus of Xindu Construction is too much on attracting investment, while neglecting key aspects such as law, culture, environment, and basic community rights.
In response to criticism from the outside world, some experts suggest that the Indonesian government should reconsider the term of land use permits and shorten it toConduct a review of land use between 30 and 50 years, and every 10 years. At the same time, the government should accelerate the resolution of various issues in the construction of the new city, enhance the transparency and attractiveness of projects, to ensure the smooth progress and sustainable development of the new city construction.
