In specific measures to promote the development of the semiconductor industry, the Penang state government has planned an advanced 3D packaging and testing facility project in the southeastern town of Perak. Although the project may face a reduction of 2000 job positions in the early stages, Cao Guanyou said that this will not be an obstacle to development. We will actively coordinate to ensure a smooth transition of layoffs and provide sufficient human resources support for newly settled enterprises. He also revealed that the Penang state government is actively addressing infrastructure construction issues such as space, energy, and power supply to better support the development of the semiconductor industry.

In order to alleviate the problem of tight power supply, Penang state is investing $100 million to promote a 275 kV transmission project. In addition, three new water treatment plants and reservoirs are being built intensively in the local area to ensure the safety and adequacy of water resources. The improvement of these infrastructures will provide strong support for the rapid development of Penang's semiconductor industry.
