Temu storm sweeps Vietnam, low price strategy attracts attention from multiple parties

Recently, Temu, a cross-border shopping platform under Chinese e-commerce giant Pinduoduo, has been aggressively attacking the Vietnamese market with its low price strategy, quickly attracting the attention of a large number of consumers. Since early October, Temu has launched local sales services without obtaining official permission from the Vietnamese authorities. Through extensive advertising, Temu has provided Vietnamese consumers with a wide range of affordable products, even offering discounts as low as 10% off. This measure, while quickly attracting consumers, has also sparked widespread questioning and controversy from various sectors.

Faced with this situation, the Vietnamese Ministry of Industry and Commerce received the relevant documents submitted by Temu on October 24th, and Temu expressed willingness to comply with Vietnam's relevant laws and regulations. However, the market impact and controversy caused by Temu's low price strategy did not subside as a result.

Previously, Temu has sparked similar controversies in markets such as Indonesia and Thailand. Several Indonesian officials have believed that Temu's business model may pose a threat to the survival and development of small and medium-sized enterprises in Indonesia. Now, as Temu shifts the battlefield to Vietnam, similar concerns and worries are once again emerging.

Vietnamese National Assembly representative and standing committee member of the National Defense Security Committee, Zheng Chun'an, expressed deep concern about this. He believes that although Temu contributes to the diversified development of Vietnam's e-commerce market, the key lies in whether it truly complies with Vietnam's legal norms and whether the quality and sources of the goods provided are reliable.

Zheng Chun'an emphasized that tax policies should be implemented immediately for Temu, and even goods priced as low as 200000 to 500000 Vietnamese dong should be included in the tax category. He pointed out that relevant agencies must strengthen their supervision of the quality and source of goods to ensure that consumers will not purchase counterfeit or inferior products. At the same time, he is also concerned that if cross-border e-commerce platforms such as Temu are allowed to dominate the market, it may lead to the inability of local enterprises to survive, thereby triggering the risk of market monopoly.

In response to this issue, the Vietnamese parliament is actively reviewing and revising the relevant provisions of the Value Added Tax Law. Among them, regulations on e-commerce, cross-border transactions, and low-priced goods have attracted much attention. Zheng Chun'an stated that taxation not only helps to increase national treasury revenue, but more importantly, it can achieve effective control over the sources of goods and the flow of funds, thereby ensuring fair competition in the market.

With Temu's deepening development in the Vietnamese market, the controversy and attention caused by its low price strategy will continue to escalate. How to protect the survival and development of local enterprises while fully utilizing the market opportunities and diversified development momentum brought by cross-border e-commerce platforms will be an important issue that the Vietnamese government and relevant departments need to deeply consider and solve.
