Recently, after a 15 month in-depth investigation, the Vietnamese Ministry of Industry and Commerce has decided to impose anti-dumping duties of up to 97% on imported wind turbines originating in China, which is expected to last for five years. This decision has not only attracted widespread attention from relevant enterprises in China and Vietnam, but also caused waves in the international market.
It is reported that the decision to impose anti-dumping duties was based on a complaint from a local wind turbine manufacturer in Vietnam. In September 2023, these manufacturers claimed that the influx of Chinese made wind turbines into the Vietnamese market at prices lower than normal had had a serious impact on their production and sales, resulting in significant losses for the companies. These products were sold at prices lower than normal, seriously disrupting the normal order of the Vietnamese market and causing substantial damage to the local wind turbine manufacturing industry. Therefore, the Vietnamese Ministry of Industry and Commerce has decided to impose anti-dumping duties on Chinese made wind power towers in accordance with relevant laws and regulations to safeguard the legitimate rights and interests of the local industry and market order.
Not all Chinese wind turbine manufacturers have been affected in this anti-dumping investigation. Jiangsu Zhenjiang New Energy Equipment Co., Ltd., as the only Chinese enterprise that has not been identified as engaging in dumping behavior, is exempt from the impact of this anti-dumping duty. This also reflects to some extent the fairness and rigor of the Vietnamese Ministry of Industry and Commerce in anti-dumping investigations.
Local wind tower manufacturers in Vietnam welcome and support the imposition of anti-dumping duties. They believe that this measure will help restore a fair competition environment in the market and promote the healthy development of local industries. At the same time, they also stated that they will seize this opportunity, increase research and development investment and market expansion efforts, improve product quality and service levels, in order to better meet market demand.
However, for Chinese wind tower manufacturers, this decision is undoubtedly a heavy blow. They stated that they will actively respond to the imposition of anti-dumping duties and reduce the impact by strengthening product quality control and optimizing sales strategies. At the same time, they also called on the governments of China and Vietnam to strengthen communication and cooperation, and jointly promote the healthy development of economic and trade relations between the two countries.
