Especially in the 14th Five Year Plan, resilient cities have been included in national strategic planning and become a new direction for urban construction. Resilient cities not only require cities to have the ability to withstand natural disasters, but also to be able to quickly recover and sustain development in the face of diverse economic, social, and other challenges, ensuring the quality of life of residents and the vitality of the city.

Non traditional security encompasses all factors that may pose a threat to cities and residents, except for traditional security areas such as military, political, diplomatic, and natural disasters, such as security incidents caused by urban equipment and facilities, financial risks, information security, and accidents caused by other human factors. Effective response to non-traditional safety issues in urban construction is of great significance for ensuring urban safety and improving residents' quality of life.
The Resilient City Digital Base project, a collaboration between the two companies, is designed to address non-traditional security challenges in cities. The project aims to achieve real-time monitoring and early warning of urban operation status through advanced AI intelligent digital security technologies such as big data and the Internet of Things, providing scientific decision-making basis for urban managers to effectively prevent and respond to various non-traditional security incidents in cities. At the same time, the project will also promote the rational allocation and efficient utilization of urban resources, enhance the overall resilience and recovery capacity of the city.
