At the signing ceremony, both sides first discussed the energy structure of Southeast Asia and analyzed practical and feasible cooperation models in the future.

Southeast Asia is densely forested, with numerous rivers, islands, and a long coastline. It not only has abundant precipitation but also has a long duration of sunlight. Whether it is hydropower, wind energy, or photovoltaic energy, there is enormous potential for exploitation. Taking Laos as an example, as of the end of 2022, there are a total of 93 power stations with a total installed capacity of 11661 megawatts, of which hydropower accounts for 82.5%, thermal power accounts for 16.1%, and photovoltaic and biomass power only account for 1.4%. The Lao government plans to build 104 power stations with a total installed capacity of 13069 MW and 52 new transmission lines by the end of 2030, with a focus on developing photovoltaic and wind energy.
