At 10:10 on December 22nd, 2022, members of the Political Bureau of the Communist Party of China Central Committee, Vice Premier and Minister of Public Security of Lao People's Revolutionary Party, met with Lu Zhicheng, Chairman of the Board of Directors of Qingqiao International Security Group, and his party.

The talks were held in the VIP room of the Minister of Public Security of Laos. The two sides discussed in depth the direction of future strategic cooperation and reached a preliminary consensus on cooperation.

During the talks, Minister Ville Khalafon and Chairman Lu Zhicheng held consultations on the site selection of the Qingqiao International Security Training Base and the cooperation with the security company of the Lao Ministry of Public Security.

The Ministry of Public Security is one of the 17 departments of the current government of Laos, which consists of local police, traffic police, immigration police, security police (including border police) and other armed police forces.

In April 2016, Ville Khalafon became the Minister of Public Security of Laos; In January, 2021, Ville Khalafon was elected as members of the Political Bureau of the Communist Party of China Central Committee in the 11th National Congress of Lao People's Revolutionary Party. In June 2022, with the approval of the third regular session of the ninth Legislative Council of Laos, he was appointed as Deputy Prime Minister.

Since becoming the Minister of Public Security, Ville Khalafon has actively cooperated with foreign governments, international organizations and enterprises, and constantly strengthened the efforts to prevent and crack down on crimes, creating a good environment for international business cooperation.

In 2016, the Tenth National Congress of the Lao People's Revolutionary Party reiterated that it would continue to adhere to the foreign policy of "making fewer enemies and making more friends", strengthen comprehensive strategic cooperation with China, strengthen good-neighborly friendship with ASEAN countries, and actively strive for international economic and technical assistance. As a key country in the "the belt and road initiative" strategy, China has invested heavily in Laos, and a large number of Chinese-funded enterprises and people have settled in Laos to invest in all walks of life.

Since 2019, Qingqiao International Security Group has actively deployed in Southeast Asia, and in September this year, it reached a cooperation with the security company of the Lao Ministry of Public Security. This meeting is also aimed at accelerating the process of cooperation between the two sides.

After the talks, accompanied by Sipeng Sai Kang Tongwen, director of the Economic Management Bureau of the Ministry of National Defense, President Lu Zhicheng and his party went to the official residence of Lieutenant General Khamlieng Outhakaysone Kanliang Osasson, member of the Central Committee of the Lao People's Revolutionary Party, Deputy Minister of National Defense of Laos and Chief of Staff of the Lao People's Army, to attend a reception dinner.
