On May 12th, a delegation of experts from the National Key Special Science and Technology Achievement Transformation Group for Resilient Cities visited Qingqiao Security Group Wuhan Company to conduct in-depth discussions on the construction and application of an intelligent planning platform for coordinated urban development and safety resilient cities.

"Resilience" and "resilient cities" are two concepts that are frequently used by the international community in the field of disaster prevention and reduction. The 14th Five Year Plan proposes to comply with new concepts and trends in urban development, carry out pilot demonstrations of urban modernization, and build livable, resilient, and smart cities. Since then, the concept of "resilient cities" has been incorporated into national strategic planning.

Resilient cities usually refer to cities that can withstand disasters, reduce disaster losses, and allocate resources reasonably to quickly recover from disasters with their own capabilities. When experiencing major economic or public crises, the economic development, quality of life, and vitality of a city can recover quickly and well from the downturn, which is a manifestation of resilience. The construction of resilient cities can make cities feel like springs, calmly responding to external pressures and quickly restoring their original state.

Professor Liu Shiping, academician of the World Academy of Productivity Sciences, professor of the University of the Chinese Academy of Sciences, chief scientist of the key project of the national key research and development plan "Internet of Things and Smart City Key Technology and Demonstration", vice chairman of XBRL China Executive Committee, and chief scientist of the Smart City Professional Committee of the Chinese Society of Technology and Economics, introduced in the seminar that digital and resilient cities are two aspects of urban development, resilience is the goal, and digital is the means. The main focus of resilient city construction is to ensure the safety of the city in the event of natural disasters and emergencies, reduce the casualties and economic losses caused to the city, and enable the city to quickly recover to a normal state after external interference. The starting point of smart city construction is to use technological means to improve the efficiency of daily urban management, making the city more efficient in normal operation, and jointly promoting the sustainable development and resilience of the city.

Deng Ning, General Manager of Qingqiao Security Company, proposed that in the process of urban planning, construction, and management, the emergency dispatch and linkage forces of social resources can be integrated and digitized. This will effectively tap into the guarantee of social emergency forces and form an effective supplement to urban rapid emergency forces. This is also a new way for security companies to actively participate in digital security in resilient urban governance. The digital linkage and command of security guarantees will also be an important social force in enhancing urban resilience.
