On the afternoon of February 26th at 3 pm, in the reception room of the octagonal pavilion on the first floor of Yunnan Agricultural Reclamation Building, Lu Zhicheng, Chairman of the Board of Directors of Qingqiao International Security Group, and his delegation had an exchange of views with leaders of Yunnan Agricultural Reclamation Group on in-depth cooperation on alternative planting projects in Laos. Global heroin production remained at around 495-755 tons. In 2021, a total of 1 billion drugs were seized in Asia, with approximately 89% of the drugs coming from the Golden Triangle. The Golden Triangle refers to theThailand、MyanmarandLaosA triangular area along the border of the Three Kingdoms, which has long been rich in opium poppy and other drugs, is the world's main drug producing area. In the early 1980s, drugs from the "Golden Triangle" region began to enter China and became the main source of drugs for more than 20 years thereafter. In 1997, the United Nations Narcotics Control Agency incorporated alternative cultivation into the overall framework of international drug control efforts. The Chinese government has taken one of the fundamental measures to solve the "Golden Triangle" drug problem by helping neighboring Laos carry out poppy substitution cultivation. In 2006, the poppy substitution cultivation project was officially included in China's national drug control strategy.

In February 2006, Yunnan Agricultural Reclamation Group registered and established Yunxiang Investment Co., Ltd. in Nanta Province, Laos. In October 2008, it was approved by the Yunnan Provincial Department of Commerce as an overseas poppy substitution planting enterprise, opening the path of alternative cultivation by the Agricultural Reclamation Group. At present, Yunnan Agricultural Reclamation Group is carrying out alternative planting projects in 10 counties in 4 provinces of Laos, including Nanta, Pocho, Sayebouli, and Luang Prabang. Establish an excellent seedling base of 1063 acres, radiate and drive the development of 500000 acres of natural rubber, with a cumulative investment of over 1.5 billion yuan. Assisting the local improvement of infrastructure and public service facilities in Laos, while effectively solving the employment problem of local people, the rubber planting base alone provides over 6000 employment opportunities for local villagers, with short-term labor employment reaching over 100000 people. 
Zhou Jianguo, Chairman of Yunnan Agricultural Reclamation Group, pointed out that he is very grateful to Qingqiao International Security Group for its preparatory work in Laos and the support it has received from the Lao government. This is crucial for Yunnan Agricultural Reclamation Group to carry out innovative development of alternative planting and crop import and export trade in Laos in the next step.Chairman Zhou Jianguo stated that Yunnan Agricultural Reclamation Group has great confidence in its cooperation with Qingqiao International Security Group.Lu Zhicheng, Chairman of the Board of Directors of Qingqiao International Security Group, pointed out during the meeting that entering the Southeast Asian market through alternative planting is an opportunity period for China's agriculture to engage in international industrial cooperation.We must seize the opportunity, expand the scope of cooperation, and actively carry out the early layout of the entire agricultural industry in Laos.Subsequently, both parties had in-depth discussions on alternative crop types and related difficulties, as well as solutions.
